Uttam Kumar is the Director of the Web Enterprise Business (WEB.mil) component at the Defense Media Activity (DMA), a Department of Defense (DOD) Field Activity reporting to the Assistant Secretary of Defense for Public Affairs. He is responsible for advising and assisting the agency Director in all aspects of consolidation and maintenance of all DoD public websites within a central DoD program to ensure compliance with the 21st Century IDEA Act. Uttam is a technologist and is committed to driving modernization and innovation in government. He oversees teams that design, develop, deploy, host, and secure public websites for the office of the Secretary of Defense, the military services, US. Combatant Commands and other components throughout the Department of Defense. He is currently accountable for more than 1,000 websites across the Department of Defense.
Uttam has decades of experience in information technology and software engineering. He started his career during college by launching a website development company that assisted local businesses to attain a web presence. Since leaving his company in 2003, Uttam has worked for various industry leaders including Booz Allen Hamilton, Siemens, and IBM developing enterprise applications, websites, and other complex technology solutions. He joined the federal government in 2012 overseeing a software development team at the National Institutes of Health and has held various federal IT positions since.
Uttam earned a Bachelor of Science degree in Computer Science from the University of Maryland, College Park in 2000, and a Master of Business Administration degree from the Johns Hopkins University Carey School of Business in 2008.
Uttam has been with the Defense Media Activity since July 2020.
